WASHINGTON - President Barack Obama says he wants projects helping specific states yanked from the health care bill Congress is writing. Democratic senators, being senators, beg to differ.

The Senate-approved health measure lawmakers hope to send to Obama soon would steer $600 million over the next decade to Vermont in added federal payments for Medicaid and nearly as much to Massachusetts.
<br>

Connecticut would get $100 million to build a hospital. About 800,000 Florida seniors could keep certain Medicare benefits. (***THAT BEING SAID; MEDICARE WILL BE CUTTING BENEFITS TO ALL SENIORS!!***) Asbestos-disease victims in tiny Libby, Mont., and some coal miners with black lung disease or their widows would get help, and there are prizes for Louisiana, the Dakotas and more states.

"We're going to do what we have to do to get a bill out of the House and Senate," said James Manley, spokesman for Senate Majority Leader Harry Reid, D-Nev. As for Obama's wish list of deletions: "We'll certainly keep it in mind as we pull together a final bill."

That tepid salute underscores the prickliness with which many senators have greeted what they consider Obama's meddling in their business and raises questions about how successful the president will be in erasing the special projects from final legislation.
<br>
<br>
It also highlights a spat between a White House and Senate, dominated by the same party, that the president has ignited just as he needs to garner support to finally push his No. 1 legislative goal to passage over monolithic Republican opposition and nervous Democrats.
<br>

Many Democrats, particularly House moderates facing tight re-election battles this fall, are eager to dissociate themselves from such spending.
<br>
<br>
The president wants votes from House Democrats "who were deeply offended by those provisions in the Senate bill," said Sheryl Skolnick, who analyzes federal health legislation for CRT Capital Group of Stamford, Conn. "Clearly the math was, 'I gain more in the House by taking out those provisions than I lose in the Senate."'
<br>
<br>
Obama has railed against the "ugly process" of cutting special deals, but the president and his top advisers were prime players in negotiations on the agreements to win votes and push the legislation forward.
<br>
<br>
Republicans say Obama's push to remove deals for states won't help. Because every Democratic senator voted for that chamber's bill and all its special provisions, even voting later to remove them leaves those Democrats in a pickle, Senate Minority Leader Mitch McConnell, R-Ky., told reporters Friday.
<br>
<br>
"They will have then voted for them before they voted against them," McConnell said of the bill's projects, an echo of the line that 2004 Democratic presidential nominee John Kerry uttered that proved politically damaging.
<br>
<br>
Obama came out with a summary last month of the nearly $1 trillion health overhaul legislation he wants. It specifically eliminates $100 million in extra Medicaid money the Senate bill provided solely to Nebraska to help win support from that state's Democratic Sen. Ben Nelson. The so-called Cornhusker Kickback drew such widespread scorn that even Nelson favors repealing it.
<br>
<br>
Obama also proposed changes in the Senate bill that, without mentioning it, deleted extra Medicaid money for Massachusetts and Vermont, the Florida Medicare exemption and some money for Michigan, according to White House officials.
<br>
<br>
Days later, at Obama's nationally televised meeting with bipartisan leaders on health care, his 2008 presidential rival, Sen. John McCain, R-Ariz., criticized the Senate bill for exempting 800,000 Florida seniors from cuts in the privately run Medicare Advantage program. Obama surprised him by agreeing, and that tone has carried over as the White House and top congressional Democrats labor to complete a compromise health package.
<br>
<br>
"We've made it clear to the Senate that the president's position in the final legislation should not contain provisions that favor a single state or a single district differently than others," White House spokesman Robert Gibbs said this week.
<br>
<br>
There are exceptions. The White House says $300 million for Louisiana, which helped win support from moderate Sen. Mary Landrieu, D-La., should survive because of that state's struggle to rebound from its 2005 pummeling by Hurricane Katrina.
<br>
<br>
Even so, Obama's targeting of state projects is going over poorly in the Senate.
<br>
<br>
Take Sen. Patrick Leahy, D-Vt., who helped win extra Medicaid money for his state in the Senate health bill.
<br>
<br>
Vermont is one of several states that have already boosted the benefits they provide to many poor people. All states would get added federal financing for a nationwide Medicaid expansion under the Senate bill. But states such as Vermont -- already providing more generous benefits -- say they're being shortchanged and don't want Obama taking that money away.
<br>
<br>
"What I told Harry Reid is that Vermont does the right thing, and I don't want Vermont to be penalized for doing the right thing," Leahy said.
<br>
<br>
The White House asked lawmakers to delete $100 million to build a public hospital in Connecticut inserted by Sen. Christopher Dodd, D-Conn. But the money will remain in the final bill, according to people familiar with Democratic negotiations who spoke on condition of anonymity to disclose the unannounced decision. Less certain is the fate of other money the White House wants eliminated for Montana.
<br>
<br>
Sen. Max Baucus, D-Mont., put a provision in the Senate health bill allowing many of the 2,900 residents of Libby to qualify for Medicare benefits. Some of them have asbestos-related diseases from a now shuttered mine.
<br>
<br>
"It simply doesn't make sense to ignore this obligation, or victims of these disasters," Baucus said.
<br>
<br>
Sen. Robert Byrd, D-W.Va., won a Senate provision making it easier for longtime coal miners or miners' widows to get compensation for black lung disease.

The Senate bill also has extra money for hospitals and doctors in North and South Dakota, Montana and Wyoming.

Monday marked the 100th anniversary of International Women's Day. The day doesn't get a great deal of attention within the United States, but many other countries honor it with a national holiday. Some countries will encourage men to lavish gifts on the women in their lives, in the tradition of greeting-card holidays like Father's Day and Mother's Day. WASHINGTON -- House Democratic leaders Thursday abandoned a long struggle to strike a compromise on abortion in their ranks, gambling that they can secure the support for President Barack Obama's sweeping health care legislation with showdown votes looming as early as next week.
<br>
<br>
In doing so, they are all but counting out a small but potentially decisive group whose views on abortion coverage have become the principal hang-up for Democrats fighting to achieve the biggest change in American health care in generations. Congressional leaders are hoping they can find enough support from other wavering Democrats to pass legislation that only cleared the House by five votes in an earlier incarnation.
<br>
<br>
The concession came as House Democrats attended a lengthy meeting with White House health adviser Nancy Ann DeParle, who tried to answer questions, resolve differences and calm nerves, especially for lawmakers expecting tough challenges in November. Participants said they generally embraced White House-brokered compromises on prescription drug benefits for the elderly and new taxes on generous insurance plans.
<br>
<br>
At stake is the president's call to expand health care to some 30 million people who lack insurance and to prohibit insurance company practices such as denying coverage to people who have been sick. Almost every American would be affected by the legislation, which would change the ways many people receive and pay for health care, from the most routine checkup to the most expensive, lifesaving treatment. And most Americans would be required by law to get health insurance.
<br>
<br>
Republicans continued their fierce criticisms of the president's efforts, vowing to make Democrats pay dearly in the fall elections if they don't back off from what they brand a government takeover of health care. But senior Democrats predicted they can convince their colleagues that doing nothing is the worst option of all, politically and substantively.
<br>
<br>
"The stars are aligning for victory on comprehensive health reform," said Sen. Tom Harkin, D-Iowa.
<br>
<br>
White House Chief of Staff Rahm Emanuel emerged from a meeting in the Capitol with top Democratic lawmakers Thursday night saying, "We made a lot of decisions. We're getting towards the end."
<br>
<br>
The end might be near, but the outcome remains uncertain. House Speaker Nancy Pelosi, D-Calif., must round up at least 216 votes when the real nose-counting and arm-twisting begin in a few days, after final cost estimates arrive from the Congressional Budget Office. All House and Senate Republicans have vowed to oppose the legislation.
<br>
<br>
With Senate Democrats no longer able to block Republican filibusters, the strategy calls for House Democrats to embrace a health bill the Senate passed in December, despite their numerous objections. Democratic senators in turn would promise to make a limited number of changes under "budget reconciliation" rules, which bar filibusters.
<br>
<br>
Republican and Democratic lawmakers quarreled Thursday over whether Obama must sign the Senate bill into law before Congress can make the changes, which Democrats see as crucial to making the overall package more politically palatable. Republicans plan to pounce on Democrats the instant the Senate bill becomes law, and House and Senate parliamentarians eventually may have to determine the allowable sequence of legislative actions.
<br>
<br>
Congressional Democrats appeared to agree with the White House on Thursday on a handful of issues. One would close a coverage gap in the Medicare prescription drug benefit, the so-called doughnut hole that has caused financial and emotional stress for numerous elderly Americans.
<br>
<br>
Another would impose a new excise tax, starting in 2018, on employer-provided health plans worth more than $10,200 for individuals and $27,500 for families. The Senate had wanted a stiffer tax on such "Cadillac plans," but the more labor-friendly House resisted.
<br>
<br>
Obama tried to soothe the feelings of two generally liberal constituencies -- Congress's black and Hispanic caucuses -- in separate White House meetings Thursday. Some black lawmakers say the health legislation doesn't do enough to help poor people. Many Hispanic members say it mistreats illegal immigrants trying to buy insurance with their own money.
<br>
<br>
One of the toughest hurdles facing Pelosi involves abortion. Some anti-abortion Democrats say the Senate language is not sufficiently airtight to prevent taxpayer dollars from mingling with money that might be used to subsidize abortions.
<br>
<br>
Others disagree, and party leaders acknowledged Thursday they can't resolve the dispute using budget reconciliation rules. Instead they hope that only a few House Democrats who voted for the health care package in November will now switch to "no" because of the abortion issue. Party leaders think they can offset those defections by persuading some of the 39 House Democrats who voted "no" last year to switch to "yes."
<br>
<br>
Many House Democrats who oppose legalized abortion "are either satisfied enough with the Senate provision, or they decide that that's as much as they're going to get and they don't want to defeat health care," said Rep. Henry Waxman, chairman of the House Energy and Commerce Committee.
<br>
<br>
House Majority Leader Steny Hoyer concurred with Waxman's comments.
<br>
<br>
Even if Pelosi and her allies can eke out a House victory, Senate Republicans are vowing to use almost every delaying tactic they can to slow final passage of the entire Democratic package, even if they're unable to kill it.
<br>
<br>
Sen. Judd Gregg, R-N.H., promised a sentence-by-sentence examination of the proposals, and scores of challenges. There will be "a lot of very tough votes on this bill," he said.
<br>
<br>
The White House seemed to back away from its earlier insistence that Congress act by March 18. "If it takes a couple extra days after a year" of struggles, presidential spokesman Robert Gibbs said Thursday, then "it takes a couple extra days."
<br>
<br>
Gibbs also said Obama was pushing the Senate to remove some of the special deals that remain in the legislation.
<br>
<br>
One, championed by Finance Committee Chairman Max Baucus, D-Mont., would provide Medicare benefits to residents of tiny Libby, Mont., who suffer from asbestos-related illnesses from a now-closed mining operation. The other, sought by Sen. Christopher Dodd, D-Conn., could spend $100 million to build a hospital at the University of Connecticut.
<br>
<br>
"We've made it clear to the Senate that the president's position in the final legislation should not contain provisions that favor a single state or a single district differently than others," Gibbs said.
<br>
<br>
The request drew a chilly response from senators. Jim Manley, spokesman for Reid, said the leader's office "appreciates the White House views, but no decisions have been made."
<br>
<br>
Democratic leaders must resolve several more issues before presenting a final package to their colleagues and the public. Lawmakers have not decided whether to attach an overhaul of the college student loan program to the health legislation. Nor have they settled on details for a higher Medicare tax on wealthy Americans, treatment of a dozen states that give their residents relatively generous Medicaid benefits and subsidies to help low-income people buy health insurance. ]]>

My question was if I should lower my medication intake against the recommendations of 2 doctors or change my job so I can get on the state health plan that has better coverage for ½ the cost. The only answer I got was to go on the south beach diet, move to New Hampshire and tell the doctors to screw (this answer translates into killing myself).]]>

Shamefully, Obama, Pelosi and Reid are using strong arm tactics and are buying votes with empty promises to House Democrats. They say they will change the bill after passage to remove special deals to individual states, cut healthcare costs, save Medicare benefits and include government run healthcare with the public option.

Pelosi has told Democrats that they should sacrifice their own re-election if necessary so that Obama can get his way. Democrats owe their loyalty to the people who elect them not to the leaders of the DNC?

True democrats - regardless of party - understand that they are not in office to fulfill their own wishes. They are there as the representatives of the people. They must stand up to do the right thing and protect all Americans. Democrats who choose to follow Obama and Pelosi, in defiance of their constituents, are showing a true lack of character and should be removed from office.

House Democrats and Republicans must stop Pelosi and Reid from using a slick budget process that requires the House to pass the Senate version of ObamaCare without changes.

Just last month Democrats passed a pay as you go budget policy because it was politically correct saying any new unbudgeted items added to the budget would be paid for with cuts. One month later they decided to ignore the new law and added a $10 billion benefits extension in new unbudgeted debt and vilify Sen. Jim Bunning of Kentucky for daring to make them pay for it first.

Obama and the Democrats cannot be trusted with a Healthcare entitlement that is already estimated to be 30% of the Federal budget. Obama lied in a recent speech saying his scheme would save $1Trillion "over the next decade." The CBO however estimated the bill would save $132 billion from 2010 to 2019, leaving Obama's "next decade" estimate $868 billion short. JACKSON, Miss. – Constance McMillen didn't believe her Mississippi school district would really call off her senior prom rather than allow her to show up with her girlfriend and wear a tuxedo. On Thursday, a day after the Itawamba County school board did just that, the 18-year-old lesbian high school senior reluctantly returned to campus to some unfriendly looks, she said.

"Somebody said, 'Thanks for ruining my senior year.'" McMillen said.
<br>
<br>
The district announced Wednesday it wouldn't host the April 2 prom. The decision came after the American Civil Liberties Union demanded that officials change a policy banning same-sex prom dates because it violated students' rights. And the ACLU said the district not letting McMillen wear a tuxedo violated her free expression rights.
<br>
<br>
The ACLU filed a lawsuit in U.S. District Court in Oxford to force the school district to sponsor the prom and allow McMillen to bring whom she chooses and wear what she wants.
<br>
<br>
District officials didn't returned numerous calls left by The Associated Press seeking comment on Thursday.
<br>
<br>
McMillen said she never expected the district to respond the way it did.
<br>
<br>
"A lot of people said that was going to happen, but I said, they had already spent too much money on the prom" to cancel it, she said. "I'm just trying to get done what I originally wanted done. Now, we're having to fight just to have a prom."
<br>
<br>
McMillen said she didn't want to go back to Itawamba County Agricultural High School in Fulton the morning after the decision, but her father told her she needed to face her classmates, teachers and school officials.
<br>
<br>
"My daddy told me that I needed to show them that I'm still proud of who I am," McMillen told The Associated Press in a telephone interview. "The fact that this will help people later on, that's what's helping me to go on."
<br>
<br>
A school board statement said it wouldn't host the event in Fulton, "due to the distractions to the educational process caused by recent events" but never mentioned McMillen or her girlfriend, who also is a student at the school.
<br>
<br>
Same-sex prom dates and cross-dressing are new issues for many high schools around the country, said Daryl Presgraves, a spokesman for GLSEN: Gay, Lesbian and Straight Education Network, a Washington-based advocacy group.
<br>
<br>
"A lot of schools actually react rather than do the research and find out what the rights of these students are," said Presgraves, who was preparing to facilitate a discussion about anti-gay bullying at a National Association of Secondary School Principals meeting.
<br>
<br>
U.S. Rep. Jared Polis, D-Colo., said a bill he's introduced in Congress would protect students such as McMillen. Polis said the measure would make it illegal to discriminate against gay and lesbian school students. He said his bill is modeled after similar laws in at least 10 states.
<br>
<br>
"This situation with the prom is a perfect example of why we need to protect students from discrimination. In this case it's a prom. It other cases, it's getting beaten up or killed," Polis said.
<br>
<br>
Polis said he was "dismayed" by the school board's action.
<br>
<br>
"They ruined the prom, not only for this young woman, but for all of the straight kids at the school," he said.
<br>
<br>
The school district had said it hoped a privately sponsored prom could be held. McMillen said if that happens, she's sure she'll be excluded.
<br>
<br>
"It's a small town in Mississippi, and it's run by an older generation with money. Most of them are more conservative and they don't agree with it," she said.
<br>
<br>
Fulton Mayor Paul Walker said he supports the school district's decision and knew of no private efforts to host the prom.
<br>
<br>
"I think the community as a whole is probably in support of the school district," Walker said of the town of about 4,000.
<br>
<br>
Southside Baptist Church Pastor Bobby Crenshaw said he's seen the South portrayed as "backwards" on Web sites discussing the issue, "but a lot more people here have biblically based values."
<br>
<br>
Itawamba County is a rural area of about 23,000 people in north Mississippi near the Alabama state line. It's near Pontotoc County, Miss., where more than a decade ago school officials were sued in federal court over their practice of student-led intercom prayer and Bible classes.
<br>
<br>
A couple of students had different reactions to the decision.
<br>
<br>
Anna Watson, a 17-year-old junior at the high school, was looking forward to the prom, especially since the town's only hotspot is the bowling alley, she said.
<br>
<br>
"I am a little bummed out about it. I guess it's a decision that had to be made. Either way someone was going to get disappointed — either Constance was or we were," Watson said. "I don't agree with homosexuality, but I can't change what another person thinks or does."
<br>
<br>
McKenzie Chaney, 16, said she wasn't planning to attend the prom, but "it's kind of ridiculous that they can't let her wear the tuxedo and it all be over with."
<br>
<br>
Presgraves said his organization hears about school districts that prohibit same-sex prom dates and gay-straight alliance clubs at schools. He said those kind of policies are detrimental to gay students.

After much debate, the Joint Committee on Revenue rejected legislation HB 3854 filed last year by Representative Steven D’Amico that would have rolled the film tax incentive back to 2006 levels.

If you look up Kerrigan's public profile of campaign contributions, you'll find he supported Obama, John Edwards, MoveOn.org, and other democratic candidates and liberal PACs.
