If you have been seeing a place 15 minutes walk from Ikebukuro East Exit near to Lawson (on top of a supermarket and next to the Zoshigaya temple), its a fire hazzard and the subletter - Alan Partee will not return your deposits and charge unreasonable utilities and even go to the extent of stealing your belongings. The place a small 2DK is divided into 5 small rooms against safety standards without fire insurance. Alan is a tall and big American (from Detroit) was teaching at the Ibaraki Christian University, English Department room 3408. He is currently working at the Beijing and Nankai University but still seeks to sublet rooms in Tokyo and not return deposits to his tenants. The unit was meant to be an office space renting Y130,000 a month, but Alan illegally put up wooden walls to make 5 rooms and collect Y50,000 or more per room. If you are a tenant, open the mailbox around 20th each month and you will see the bill from 21 Century with that amount. Instead of being grateful for the income, he thinks he deserves to cheat and steal more. It is a shame that such a person is even a lecturer since he has no integrity at all and would even use his fist to attack you for a few thousand yen. Greed has possessed this guy in his late 30s. What is worse, he has sublet this apartment for 10 years since his student days and still claims he deserves to collect key money from poor students. Please stay away from him. His email address starts with polki69. If you are renting from him, just find an excuse to delay paying rent and then leave. He would not return your deposit anyway, so do not waste your time asking it from him as he may endanger your safety. Report police if he does injure you. I've been here over a year and I'm not planning to leave anytime soon, it's a relaxed neighborhood with a local bakery, bars, grocery store etc. I have a spare futon so it would be possible to accomodate two people.
